Re=Start won't stop Re-Starting

When I have to Re-Start my system (Windows Vista on a Dell XPS400) the system shuts down but when re-starting it will start, lights come on the tower (not the monitor) and shuts down, then starts again, and shuts down, and starts, over and over and over ... I literally have to kill the power to make it stop.

Any suggestions?

Open the case, and try to re-seat RAM, and video card (if any).
