Unkown error when I try to save settings of the router

[size="3"]I reset the router through the reset button to the factory setting
The PC connected by ethernet cable to the router output port is with XP professional with SP3
I entrered to the web utility for configuration of the router
When I try to save the setting for opening ports or loading a new firmware, or changing the time zone. it appears the following message:
http://192.168.2.1/apply.cgi can be temporaly inactive, or translated to an other web direction
Web Error 2 (net: ERROR_FAIILED) unknown error

When I connect this router through the internet port to a modem router port of a linksys WAG54GS all my network is working and I get internet
