I am hoping someone can tell me what software can be used to burn .nzb files to a DVD.

They can be burned to CD/DVD with any burning application, including Windows XP's built-in CD burning feature.
They are burned "as is", which is to say they are burned as simple files same as the source. They are not CD/DVD image-files like iso or nrg files.

The .nzb format is created by newsreader software (used to download newsgroup postings) to create an index of binary files that are attached to the posts. In this context it's difficult to see why you want to burn them to disc.
