Computer responce delay

I have a computer that the display will flicker and seem to not respond. If I'm typing the characters don't display right away as usual after a second or two when the flickering is over the text type out real fast. The flickering sometimes happens when the computer is idle and no one is typing on it. I don't know if the flicker and the typing delay are related, but this is quite annoying. Anyone have any ideas?
