Malware removed, and now internet won't work.

My Co-worker recently opened a file via email and was instantly infected with malware. Our work runs Symantec Antivirus. The scans picked some things up, but his desktop was still being bombarded by pop-ups, fake virus alerts and all kinds of things. The internet wouldn't work either. Upon opening IE7, the computer either froze and shut itself down or went to a blank page. I downloaded Spybot Search & Destroy and Malwarebytes to a disk, uploaded those to his computer and after several scans removed 100 some infections. All the pop-ups and alerts are now gone, and the computer seems to be functioning on the up and up. However, IE7 still will not work. The computer no longer shuts itself down, but you are still directed to a blank page. I was fooling around and typing various URL's into the address bar, when I clicked on an Etrade bookmark, the page opened successfully. Since then I have tried countless others, but ETrade is the only site that comes up. All other pages, just direct you to the not able to connect page. I am assuming i am still infected or the infection changed some type of setting. I have tried Uninstalling IE7 and reinstalling it, but the exact same thing occurs. Our desktops at work, have multiple users on each computer. When I sign into his under the admin user name, IE works fine. We have an IT department on the payroll, but they charge us $170/hour. Also, by using knowledge and program suggestions I have picked up from this site, I have been able to accomplish way more than they have up to this point. With out actually sending an IT person to our office, they where stumped after the original Symantec scan failed to completely correct the problem. They also have not been any help regarding this issue with the internet. My boss thinks I am wasting my time by posting this here, I tried to tell her this is a legitimate site with professionals and you guys have helped me recover from malware twice in the past. If the It solves this problem first, I will make sure to post so no one here wastes their time. However, I have my money on you guys. Here is the Hijack this log
