I can't do anything in my machine, because there are no icons, no start button, no task bar, NOTHING. Wallpaper is there, and cursor is there - that's it. Any suggestions? Thanks in advance.

Try booting in safe mode by pressinng F8 when computer starts up and selecting safe mode. And see if same happens in safe mode. you might have a spyware infection. I think it's vundu variant that likes to hide explorer. When booted up normally and looking at the wallpaper try hitting cntrl-alt-delete to get the task manager to show up. Then in programs click on start new precess and type in "explorer.exe". See if it actually shows your icons and stuff and it stays there or it keeps trying to hide everything again
