Question of the Century: Had hard time finding answers

Im trying to figure out which program they use on Toyota Pruis LCD, i would like to create my own touchscreen LCD that detect voltage/amps/wattage and currents that the battery's giving away. I found CAN232 but there wasnt enough informations that i could detect if it was what im looking for. Im currently using VB6 and VB2008, could i use that program to create an interface for a LCD and acts like a mutlimeter. Im not sure where to start off with all of that. I called some companies but had no luck. I hope you all could help me out on this.. I definitely need help!
