comptuer wont connect to internet, ip address isnt renewing

i just reinstalled windows and the driver for its ethernet connection but there's a problem: when i connect to the internet the connection keeps getting stuck at "acquiring network address" phase and then goes to limited or no connectivity

ipconfig /all in the command prompt gives this:

i don't know what any of this means

i'm using a cable modem. i've already uninstalled my antivirus software and disabled the windows firewall. i'm pretty sure it's not the ISP because i'm using the same modem, wire, everything to power the internet on the laptop that i'm typing on now, plus the internet worked just fine on the affected computer before i reinstalled windows. i even tried resetting the winsock using this guide someone showed me, no luck

I am not very well versed in networking, but a couple things.

Are you using a router?

Try unplugging the router (if you have one) and unplug the modem.
Plug the modem in first and wait a little while till all the startup lights stop flashing.
Plug in the router (if you have one) and wait till it finishes.

Try using the internet at this time.

yeah that's what it was. not the router thing because i don't have one, but i did unplug the modem and then plug it back in and then press the reset button and it started working. i had figured since it was working on the laptop it would have no problem working on the desktop as well, but then again i'm not well versed in these things either
