450W PSU running an AMD phenom 9850 quad core machine?

My (AMD PHENOM 9850 QUADE CORE) system was pre-made from a so called professional computer firm knocking out over 20 PC base units a day on ebay at this same spec and have their own site/store with 12 months warranty. Seems all above board.

They have used a 450w PSU to run this machine (was mentioned in the spec too), but people tell me that you need 650w PSU to power a high spec machine as this.

At the moment there is minimal hardware i.e 1 SATA drive, 1 DVD drive, 4 gig of DDR2 800 RAM, ati HD2400 video graphics card and appears to be running fine (XP Pro SP3 32 bit version). I only need the machine for audio editing/production and maybe the odd game out of boredom tho not really into gaming at all and dont care for it one bit, so i'm wondering is it sheer madness that this sytem is running on 450W PSU?
