Windows 2000 Freeze at startup

I recently received a used IBM NETVISTA Minitower Pentium III 866mhz. With the disk wiped. I attempted to install Win 2000, it goes through the whole setup process, on the first restart right after the black scrren with the bar that goes across and says push F8 it goes to the windows 2000 screen, at that point it freezes up. I have used all kinds of HDD diagnostics nothing seems to be wrong with my HD. It will not restart in safe mode. It goes through some type of list and then freezes.

I then attempted to install XP instead and it refreezes at the XP startup screen on the first resart.

Could anyone help resolve this problem?
