No. I'm talking about CPU column. Click on the header twice to have it sorted out from the biggest user down.

Your CPU usage is perfectly normal - at the bottom, it says 16%
System Idle Process, listed at 84% shows what part of CPU is NOT used.

Try to catch it, when it happens next time.
Post process name, and CPU percentage being used.
