system locks in power saver mode

I am trying to install the OS on my system - put a new hard drive in - and it gets to a certain point and locks into "power save mode" nothing I have done has fixed the problem i.e. replace motherboard battery and plug in a mouse with the keyboard.
Your help is greatly appreciated!!

turn off/disable powersave mode in bios during the setup process (but that is very odd)...your system should be too busy to go into powersave while installing

How do I do that in the BIOS - I know how to get in there but cant figure out which shuts that off.

would need to know your motherboard for that....look for POWER MANAGEMENT
