error 0x80070002 license checking error

I get the error message "A problem is preventing Windows from accurately checking the license for this computer. Error code: 0x80070002". Microsoft says to change your registry because of a "change of security systems". I cannot even log on in safe mode, safe mode command prompt, or regular log in to be able to change the registry. Am I going to have to restore the system using restore disks?

In that case, you obviously need to boot to something. Do you have Windows CD?
