400 fsb p4 in 533/800 fsb mobo

Wondering if this should work because it doesn't post. Got a new motherboard because old one had blown caps and had some issues. Turns out new motherboard is 533/800 MHz fsb and the old one was 400 MHz fsb. When original proc was put in (it's 400 MHz fsb) system doesn't post. Not sure if it supposed to work to begin with or bad mobo. I don't think it should work but wanted to make sure.
