Trying to reinstall Windows after Hard Drive failure

Hello, it all started here http://www.geekstogo...15#entry1432417 and it was found that I need a new hard drive. So I purchased and tried to install it. It didn't work so now I am here. I just tried to put the western digital hd back in the computer and turned to on. Now I get the black screen with blinking cursor problem. I get this with the old and new hard drive. Also my floppy drive light is always on, I tried to put a floppy in to see if it would read it but nothing. I can't get to BIOS menu and it won't boot from the windows disk. What options do I have left? Thanks for your help.

what is the make and model of your computer..
things to try...
unplug from the wall...
unplug everything except the keyboard...mouse and monitor...
nojoy..
try a different hard drive cable...
set the bios to boot from the cd drive first...then the hard drive second
set the bios to default or safe settings

Got it to boot up, it works when the printer is on (weird but it has done that before). Its a Dell Dimension 8400 and the replacement hard drive is a WD5000AAKS. I was told that I need a SATA driver for the hard drive to get recognized, but the computer I am on now doesn't have floppy drive and a floppy is need to make the drive disk, so is there anyway around the floppy? Also the WD is recognized in BIOS, but when I try to install windows it isn't. thanks
