A 24 pin board can talk to a 20 pin power supply. The extra 4 (if you mean the cable that's typically coloured yellow and black) is compulsory.

but do i have to have the 4 pin plugged in, if i already have the full 24 pin plugged in?

Yes, that 4-Pin with just the yellow and black wires is MANDATORY.

oh, ok...so if im buyin one, how will i know it has the 4 pin?

All ATX PSU's have the 4-pin connector, so if you have a 24-pin board you want a 24-pin ATX PSU.
