The cord(s) that is/are currently in your desktop computer must be simply moved into your Laptop. Anything currently in the wall or modem must stay, just anything hooked to your actual computer must be moved to your laptop, then you can boot into safe mode with an Internet connection.

i dont know what to do with it, i guess i am going to have to take it somewhere and get it reformatted.. I hate to do that because there are so many photos on it that i dont want to lose. avg is letting me run a scan on it in safe mode, no threats yet but its reporting a lot of change in my DLL files and boot sector of disk C:

Do not reformat it until you have tried all the guides on this website and after you have posted a HiJackThis log. Don't give up yet! If you need to download something on it then simply put it on a USB drive, or burn it to a disk and bring it to your laptop, there are people here to help you.

You can download that file, put it on a stick, and move it onto your laptop, yes. Then you can run it on your laptop and it will work fine.

To answer your first question, a trojan or something else could have modified that setting which makes it so you don't have permissions to open the Task Manager, which is why you should post a HiJackThis log for a malware removal specialist. Your second question, yes, boot into safe mode, log in to the Administrator account, and then go to "My Computer" and find your stick. Then copy it to your Desktop, and run it.
