STRANGE: Wireless mouse stops responding when mspview.exe is open

Very odd issue here, that I've never seen in my years of tech support. One of our users here in the office has a wireless mouse that worked great on his old PC, and it WORKED great on his new one until he opened a fax.

Our users view faxes with Microsoft Document Imaging, specifically mspview.exe. As soon as he opens a fax, his mouse quits responding. If you hit Ctrl+Alt+Del, it brings you to the Windows Security screen, and sure enough, the mouse works great. As soon as you hit "Cancel" or "Task Manager" or anything to return you to the desktop, it immediately stops responding again. The computer has to be restarted in order to get the mouse to work again.

Like I said, VERY VERY strange. Any help would be great.
