Blank DVD's not recognized

Alright, I am not sure if this is a problem with my actual DVD drive or if it is the disc i am trying to use. I have a Philips DVDRAM SDVD8821H and I am attempting to burn a custom DVD with home movies. But unfortunately every time i put a blank DVD in the tray and push the tray in it always sits here for 30 minutes trying to read a Blank disc and will keep attempting to read it if i don't eject the disc. The discs i am using are Phillips DVD+R 1-8x 4.7gb 120 min. I am positive that the disc is blank and i dont know if because of recent malware and virus cleaning there may be some changes that need undone. Please Help any Help would be greatly appreciated.

Ok, so just an update for anyone trying to help. ive noticed that when i had nero it only sometimes would read the blank cd and now that i don't have nero it seems to just get confused when i put it in. So its there any registry keys that may need to be adjusted or drivers that nero might have corrupted i mean i know its a dvd burner but it just cant read dvd's
