windows lag is it a chipset driver or user error?

hello i have a custome build pc with asus p5n32-sli premium mother board intel core 2 duo [email protected] 2X2GB patriot ram chips (4GB total) a nvidia geforce 7600gs graphics card windows xp professional sp3 200gb master HD and 80GB slave.....ok i can use the computer and sometimes it will be great other times it will be slow i can select any program/application and watch the cpu go up to 100% and it will stay there i can end the process and it repeats until i restart and then it may or maynot do it again...now when i right click my computer properites it tells me im at 2.88GHz and only 3.25 GB of RAM why... am i over working my os or is there something wrong with my clock speed drivers what? i dont know please help me i spent alot of money to get this computer finished and i cant find anyone to figure this issue if you need more info please pose or email me at [email protected] thank you so much
