Unmountable boot volume

My laptop won't boot up. Whenever I try to start windows, I get a blue error screen that says "unmountable boot volume". I was planning on reinstalling Windows XP anyways, but am unable to do that either. Whenever I try to reinstall it, I get an error that says it can't find a file named "pci.sys". Can anyone please help me with this issue? Thanks.
