how do I delete Elite program

I was hoping that someone out there could explain to me how to remove this elite program. I don't know what it does, but I am continuously getting pop-ups like every 5 seconds. My operating system is Windows XP. My computer is scanned with Norton Anit-virus and it sees the program as a threat, but it won't delete it. When I try to get into the folder it's in and delete it, it comes back! Below is the report from the lastest scan I did with Hijack This. I would appreciate any help!
