windows explorer and wireless networks freezes. also cant get internet

in my music folder, when i drag an mp3 to a new folder, wiindows explorer freezes.
also when i open the wireless networks, the window stays white. it will eventually show after about an hour, but if connecting to a wireless network fails and i click to try another, it will freeze again completely.

Ive also been having trouble with my internet. the same exact issue as this topic:
