Thumbnails are scaled-down versions of bigger pictures.
All you're effectively doing is blowing up a smaller picture. You can't view detail that isn't there and therefore it will come out all blocky and horrible looking.
You'd be better off finding the original picture and shrinking that down to fit 6x4.

As far as i know, there are some Photoshop plug-ins, that can help enlarge picture with less distortion.
But, certainly, i think there are some limitations, you can't make a good hi-quality photo of a 10px*10px thumbnail.
