Network Timeout, but only when Torrent client is open

i'm having trouble finding a solution to a very annoying problem.

Everytime i open Vuze, firefox and IE timeouts when trying to load a webpage, any page.
I've googled the problem many times but the only "solution" is ffrom people saying that Vuae is using all of my bandwidth. This is clearly untrue because even when i pause all torrents i still get the same problem.

I've tried it with uTorrent and get the same problem, i've even downloaded Opera to see if it's a web browser fault but Opera fails to connect to websites too.

I'd like to be able to fix this because it really getting on my nerves.

I've never had a problem until yesterday and the only thing i've done is install McAfee internet security.

I'll try rebooting without mcafee running and even try a system restore and report what happens but any help would be appreciated

We here at GeeksToGo will not assist you with issues relating to P2P file sharing programs. While many of these programs are-in-and of themselve legal, most things aquired by their use are not. Instead of attempting to differentiate between the legal use of P2P programs and the illegal use thereof, we have decided to stop helping with issues regarding this software. It is also in your best interest to know that many P2P software packages come bundled with spyware/malware/virii and that their use greatly increases the chances of your computer becoming infected. I strongly suggest that you uninstall these programs and refrain from using them at all costs.
