At the Username screen the screensaver does not go on.

With respect, a greener solution would be to switch the computer off over the weekend. Then the screensaver issue over the log-in screen wouldn't really matter.

Neil,
You bring up a good point but we have users coming in all times of the eve and weekend. Another idea, someone told me, is to set the power options to turn the monitor off automatically after, say, 1 hour. Then merely moving the mouse would wake the monitor back up. The screensaver would be a none issue, as you point out.
