Can anyone please help me with this problem?

I have a blank blue screen after I login to my computer. This happened a week ago after I noticed my security center ghad somehow become disabled so I was checking on my firewall and anti virus settings when my computer became sluggish, got hit with numerous viruses(AV 2009 being one of them) and shut down completely. Upon reboot I was greeted with a blank blue screen.

So here is some info:

-Blank desktop, no icons or task bar.
-Cursor is visible and am able to access task manager.
-This applies to reg and safe mode.
-I try to run explorer.exe form the task manager but am inforrmed, "Windows cannot find 'C:\WINDOWS\explorer.exe'. Make sure you typed the name correctly and then try again. To search...etc.".

If anyone has any ideas please respond.
