BITS failed to start System Error 2 Could not find the file specified

BITS fails to start and I recieve the error:

System Error 2: System Could not find the file specified

I looked it up in the Error log and noted the event ID which is 7000

I have tried so many things I am unsure what to do

I suspect that maybe it is the actual service that can't be found

I am Using Windows XP Pro SP2 (can't do the update cos of BITS)
I am using Avast! and COMODO firewall...

Please help if you can
