Windows Explorer has encountered a problem

Not sure if this is the right forum or not, but this is my problem:

Yesterday, I downloaded a Windows 7 theme for my computer (Windows XP), and after it finished installing, I rebooted the computer, but every time I start it up, it shows my background and a popup saying "Windows Explorer has encountered a problem and needs to close". My taskbar is not there, neither are any of my icons. It is just an empty desktop with my background. If I click the button "Go to web help" (Can't remember exactly what it was called), it takes me to a support site where I can acces my internet from. This is the only program I can manage to open. Also, I have tried doing safe mode, but it just shows a black screen with "Safe Mode" in all four corner and my computer info at the top. Is there any way to get Windows Explorer working again?
