Reformatting or Repairing XP?

My PC, with the Windows XP Home Edition version 2002, CD Rom isn't working for whatever reason. I've attempted to fix it and am about fed up. Anyways, my question is am I able to somehow use my network and connect to my other Dell PC that has a working DVD Rom and use it to reformat or preferably repair my XP? and if so, how would I be able to accomplish that?

I hope I'm making sense... :)

I would just buy a new CD drive and install it. They are easy to install and fairly inexpensive.
It will be alot easier that way.

Thankyou that did cross my mind right after I submitted my post. I'm waiting until the PC in question gets a Clean Bill of Health. :)
