Error Message and Windows XP won't help me

I received the message "windows root\system 32\hal.dll." Now I have looked this up on Google, etc., and have seen ideas on how to fix it USING THE WINDOWS XP CD, which I have. The problem is when I try to use the CD, my CD Rom closes, then immediately opens up. So, I try the DVD, and the CD spins but nothing happens. I keep rebooting, and immediately am taken to the error message, so in other words, I can't get anywhere. This is driving me crazy. I have lots of files that I can't lose. Please help me. Thanks!

Make sure the bios is set to boot from cd first. Shut the computer down and then turn it back on.
