IE7, Internet Options, ....Not working!

Hello all,

Here's my situation;
When I try to open IE 7 a blank page opens for a few seconds then closes,
AT&T / Yahoo1 opens but I can't download anything & 'internet options' under the Tool tab will not open,
FireFox seems to work the best,
Going to internet options in control panel yields the same thing, Flash but won't open.

Latest changes;
Updated to IE 8 RC-1, had conflicts with desk top images, Uninstalled.
Downloaded registry mechanic, still running

Tried and failed;
Security on/off,
AT&T help & support, both desk top and phone,
Uninstall/re-install IE 7,
Run; inetcpl.cpl
System restore, 3 different points with-in weeks of each other, Result; 'system restore can not restore to that point, try another...'
Reload registry, Run; c:\reregisterie.cmd

My system has been cleared of malware,

Malware removal

However my original problem still exist!

The latest thing I tried is { sfc /scannow }
It ran for a while and seemed to upload some files from the WinXP CD.

No Change however.

As per suggestions I'm trying to stop and restart system restore.
I'll let you know how that goes.

Anyone have any suggestions on what to do next?

I don't know what happened, maybe you got reinfected, but I can see (only from HJT log)
