Internet explorer and system restore won't open

Hello.

Yesterday I opened my computer, tried to open internet but it just freezes. My laptop is working so it is not a connection problem. The funny thing is that my yahoo and hotmail messengers open but not internet explorer. Whne I tried to undo the problem using system restore, I found out that sytem restore freezes too. Other than that my computer is morbidly slow.

I ran a full Avira scan and malwarebytes scan and they came out clean. Is it a virus or some other thing?

I am writing from another computer now.

Help would be appreciated
