Trouble connecting to the internet with Vista

Hi!

I have a friend whose computer isn't connecting to the internet and he uses Vista.

So I'm making this topic for him since he can't really make it himself :)

He says there is some DHCP service error and that instead of logging onto his wanted user, he gets logged onto "local system service"
He wants to change accounts so he's on his desired user, but he requires a password that he does not know.

Is this the cause for his inability to connect to the internet?
It doesn't work anywhere, so his internet isn't the problem; it's his computer.
So how should he go about and fix this?
