Virus, Malware Problem, Vundo, Can't Access Windows Profile

Hello, I got some serious problems going on with my computer.

A couple weeks back I believe I got the Vundo virus on my computer. Symantec tried to quarantine and eliminate the virus, however it required a reboot to fix the problems. Once rebooted it says it couldnt fix the problem.

The virus that have taken over my computer have completely messed up/destroyed my comp.

A little history of the situation:

1. At first I got multiple pop up ads, almost non-stop.
2. The pops up and spyware that was loaded on my comp made my computer crippling slow. I cannot do anything!
3. It became so bad that I can only access the internet and my files via Safe Mode with Networking.
4. I cannot access my normal Window's profiles, and can only use the computer via Safe Mode. The error says something to the effect: "Insufficient access rights to the profiles, etc..."

Somebody help this guy out!

BTW: I seriously have some issues with creators of viruses, malware, etc. I mean they should get serious, serious jailtime for this stuff. This is crazy.
