The problem is with the IE7 Cumulative Security Update (kb961260). I downloaded it from the Window's site. It put it on my desktop. When open it and run the update installer, it gives me the window saying Setup Error: Access is denied. Then it reboots my computer.

It is currently the conficker virus blocking the update. It will block any updates from being installed even before APRIL 1st.

Just as an aside, here's a nifty little "eye chart" that tells you if you've got Conflicker on your system: http://www.conficker...cfeyechart.html
Doesn't work behind a proxy server tho'.

I was able to install the other March 2009 updates; it was only the IE7 update that was blocked.

The "eyechart" indicates that my system is ok.

Ok, I did the reset, etc., but when I try to update from that link, I get the error 0x8007005. By the way, I don't want Service Pack 3. Maybe the problem is that it won't download IE7 update without having SP3?

You can download IE7 without SP3.
Is the error code 0x80070005? That's an access-denied error from Windows Update.
Try having a look at your Windows Update logfile for more info about this error: http://support.microsoft.com/kb/902093
