IE 7 toolbars missing and Firefox wont open

I normally use firefox but it has been crashing a lot and now it wont work at all.
I'm using IE 7 and I want to download a new browser but I can't beacause I have pop up blocker and it wont let me turn it off because I don't have any toolbars I only have the bar where x, minimize and so on and I also have the bar where I type urls. I really would like if this problem is resolved soon so please help me.

Internet Explorer version 7 has it's own pop-pup blocker. You would have to turn it first.

To turn the pop-pup blocker :
> Open Internet explorer
> Tools
> Pop-pup blocker setters
> Now turn it on here.
