I am not sure if this is the correct place for this topic. But anyways i downloaded wrar380.exe but i found out i never needed it. Now when i got to dlete the file i get

Cannot delete wrar380: It is being used by andother person or user
Close any programs that might be using the file and try again

The only problem is i am not running it. even if i try to delete it as soon as my comp starts up i still get this message. I dont want to download anything for it because just today i had a bad encounter with a download. I think i got rid of it tho. but if i have to i will trust you geeks out there.

Thanks for the help.

Try booting up in safe mode. That way windows only loads basic drivers and nothing should be using it then
