WIN98SE Update (KB837009) Not Updating

Hello,
When I try to run "Windows Update" for my WIN98SE operating system the "Windows Update" notifies me that, "Cumulative Security Update for Outlook Express 6 Service Pack 1 (KB837009)", is required. After "Installing", I look into the "Installation History", under "Status" and it states that it was "Successful", but the next time I run the "Windows Update", the same update appears.

Thanks for replying,
I manually downloaded, "OE6.0sp1-KB837009-x86-ENU.exe" from your link. After the file downloaded I received the following message from "Microsoft Internet Explorer Update", "This update requires Outlook Express 6.0 Service Pack 1 to be installed". Wouldn't Microsoft update noted this required update? Should I be concerned about this update, realizing that I don't use Outlookout Express?
