This sounds like normal hard drive head seeking behaviour.
What problem are you having with this computer?

I cannot listen to the file, but if what Neil jones is saying is correct
Yes it is normal
Are you having any other problems with your computer?
You can't turn it off. This is the sound that a hd makes as the heads seek the hard disc platter for information.
It will spin up and then anytime you do something it may make a noise.
How old is the computer and the hd?
what kind of hd is it? Brand and model

The day you don't hear this sound is the day you need to worry. :)
Some computers have an option in the BIOS for acoustic management of the drive - bearing in mind lowering the noise of the drive effectively lowers its performance so there will be a trade-off between performance and speed - you can't have it both ways.
This sound should only occur when the machine is loading/writing to/from the hard drive, or on other occasions it'll probably appear to do it at seemingly random occasions for short bursts of time. This is all normal behaviour, it's when it does it non-stop or doesn't do it at all is when you need to worry about it.
