Cant load anything that will fix my problem

I have something that wont let me go to windows update, Windows defender and or load any updates for spybot etc. Spybot wont even load. I can/t create a restore point or restore to a previous restore point. IE send me to the wrong sites when I try to view help topics. I tried to use the Malware fix list but I cant even run systemrestorepoint or malwarebytes.
