Dial up modem problem

Hello. I finally managed to get Windows XP to install, but I can't seem to get it on the internet with any one of my two perfectly working modems. One modem Windows XP will not boot up with. And the other seems to tie up the phone line without me even attempting to dial. Both are win modems. One is a Lucent and the other is a U.S. Robotics. Anyone got an idea?
