i cant open up Regional and Language Options on my computer. i go to control panel, then to clock language and region, then i try to open up Regional and Language Options but it will not.

this is what happens. a box pops up for less then a second and gos away. so fast i really cant see whats on it. i think its opening a closing real fast.

can any one help. please.

these i what i have done so far. i scanned the computer and everything is fine.

i tried system restore and it failed.

i run on vista and my computer is a few moths old. i am not new to computers but this has never happened.

i tried that but it would not open.

so i tried to make a short cut. i find that sometimes if i try to open it on the desktop it will open.

however when i moved it from the search to the desktop instead of making a shortcut. it just moved it.

in xp it would have but vista is different.

so i messed up and know i need to find out how to put the control intl.cpl back.

is there a folder i should put it in.

I think, you moved shortcut only.
Open Windows Explorer. Go Tools>Folder Options>View tab, put a checkmark next to Show hidden files, and folders.
Check C:\Windows\System32, if you have intl.cpl file there.

what should i do about the Regional and Language Options

Maybe your file is corrupted....

Go Start>Run ("Start Search" in Vista), type in:
sfc /scannow
Click OK (hit Enter in Vista).
Have Windows CD/DVD handy.
If System File Checker (sfc) will find any errors, it may ask you for the CD/DVD.
If sfc won't find any errors in Windows XP, it'll simply quit, without any message.
In Vista you will receive the following message: "Windows resource protection did not find any integrity violations".
