2 computers same problem wont start up reseting monitor

On march 31 both my home computer and my work laptop worked fine, april 1st both computers down. i know this isnt conflicker or whatever its called but it seems against the odds that both would go out on the same day with the same problem. My home computer is a dell it freezes on bootup I can get into bios the problem is the monitor goes on the fritz after about 3 or 4 seconds it starts flashing on and off. If I turn the monitor off and on I get another 3 or 4 sec makes working on it a bit hard. My first thought was bad monitor tried another same thing. I then took out the video card (ATI) and went to on-board video same thing. Laptop is doing the same thing flashing on and off I tried plugging in an external monitor it just flashed on and off as well. I'm at a loss here .... any ideas???

We will need some more information
If this is a name brand system:
Make
Model
Operating System
Age of the computer
Memory Total
Hard Drive Size, How much free space



If this is custom then We will need the following:
The CPU brand and model
The Motherboard brand and model
Ram amount and speed
Cd\Dvd rom interface IDE/ SATA
Hard Drive size and free space
Any cards in PCI slots
Any software installed\updated and driver updates done just before problem started

All this will help in determining a course of action to best correct the problem you are experiencing.
