Install log error and can not open IE and IE Options.

I have been trying to fix my mothers computer. It started that we couldnt open IE. This happned after she tried to download the new IE 8. That apparently didnt work because I could not find it anywhere on her comp. So I used her old browser (at&t) got on the interent but it was not the correct setup I mean there weren't even in back or forward buttons. Anyway tried to go to Interent options and it would not open either. So i tried to download a new antivirus and nothing would download. Talked to a friend and he put some programs on a flash drive for me to use because her cd rom doesnt work either. Anyway i put AVG on there and ran it it found a lot of tracking cookies. so got rid of them then ran malwarebytes. It found like 8 trojans (lol) and a bunch of other stuff quarentines all that. Still nothing works. Tried to delete the At&t stuff thinking maybe it was getting mixed up or something and couldnt delete all of it because the install log file could not be found. so she had some useless games on there I tried to download those to see if I could and got the same message. In short I think its hopeless but if anyone had any ideas it owuld be great cuz my mom cant afford a new comp right now. So hes the break down:
1. Can not open Internet Explorer. (page starts to come up and then goes away.)
2. Can not open Internet Options.
3. Can not download anything from interent.
4. can not uninstall anything.

Any help at al would be great.

Go to
Add\remove programs in control panel
At the top make sure you click the little box that says Show All Updates
wait for the window to populate
scroll down to the Internet Explorer and find the IE8 and highlight it
Then click on the remove button on the right.
Reboot then try IE.

Also

We will need some more information

If this is a name brand system:
Make
Model
Operating System
Age of the computer
Memory Total
Hard Drive Size, How much free space



If this is custom then We will need the following:

The CPU brand and model
The Motherboard brand and model
Ram amount and speed
Cd\Dvd rom interface IDE/ SATA
Hard Drive size and free space
Any cards in PCI slots
Any software installed\updated and driver updates done just before problem started

All this will help in determining a course of action to best correct the problem you are experiencing.
