Question About Wiping/Reinstalling OS

I have a compaq presario running vista. I caught some kind of virus none of the scanners are catching. I tried a 156 bit wiping tool download but it wouldn't do the c: drive. I tried reformating at the command prompt and on my computer, but it says I don't have administrator priviledges. My username is set up with admin authority. I have reloaded the operating system. It crashed on me while loading mcafee and I reloaded again. Does this erase the whole drive? Do you have a utility on tucow or download.com that I can use. I don't trust any "recommendations" for some programmers bragging rights posted on some obscure website...virus and spyware city. Defender quit working on the original and both reload attempts. I have another question posted about that. Thank you.
