Strange boot sequence powers up 3 time before post beep?

1) Push on button
2) System fan and light comes on then restarts automatically
3) Does this again System fan and light comes on then restarts automatically
4) System fan and light comes on then post beep and system loads into windows successfully.

Its started doing this recenlty before it

1) Push start Button
2) System fan and light comes on then post beep and system loads into windows successfully.

Why is it taking 3 attempts to do start?

Computer
Dell Inspirion 530

Motherboard
Foxconn G33M02

I tried updating the BIOS from 1.0.10 to 1.0.18 downloaded from Dell website however the problem is still the same.

It sounds like a faulty power switch. Try taking switch out and starting it with switch disconnected from the front of the case

The power switch works as a momentary contact. Once it makes its initial contact to tell the computer to turn on, it is not needed anymore.
I am leaning towards a power supply not supplying enough voltage and then finally getting what it wants.
What is the watts rating on the main power supply?
How old is the computer?
How many peripherals? Such as CD roms, hard drives, external USB devices?
