Not using all my RAM

I have a laptop with 4gb of RAM(HP Pavilion dv9207us) bios and windows will both recognize that I have 4gb of RAM in my PC. The problem is that it only uses 3gb. I know that this is a common problem with 32-bit windows because it only supports like 3.5gb of RAM. I am however using a 64-bi version of windows Vista and it still only shows 3gb.

Any suggestions?

The picture attached might help explain the problem better. It shows windows recognizing the 4gb but currently using 1.5gb of a total 3gb(50%).
