My wife's Dell Latitude D830 gives the following error when booting up Windows XP Pro

ISASS.exe Application Error

The application failed to initialize properly (0XC000005) Click OK to terminate application.

My searches indicate that this is a Registry Error and recommends products like RegCure. This would be great if I could download RegCure on her machine, but it won't boot up.

I am definitely not a DOS savvy person, so I would appreciate some very specific instructions for an old timer.
