Windows ME and kernell32 error

Hello. My windows millenium computer has a strange error in that a program (free dvd iso maker) will not run due to this error: "The DVD2ISO.exe file is linked to missing export KERNEL32.DLL:GetFileSizeEx." I have read on this board a similar issue and one removing an update (KB 891711). The error is still there. Please help me resolve this error. Thanks. (BTW, if it helps any, there was no update called KB918547 installed on my computer. Thanks again.)
